In a significant move for immigration reform, former President Donald Trump signed an executive order on September 19, 2025, launching a new “Gold Card” program designed to expedite the visa process for individuals and corporations that contribute financially to the United States. This ambitious initiative aims to attract foreign nationals who can demonstrate substantial financial commitment to the U.S. economy.
Under the new program, individuals seeking a Gold Card must donate $1 million, while corporations sponsoring an individual must contribute $2 million. Additionally, applicants will need to pay a processing fee. Those who qualify will receive either an EB-1 or EB-2 visa, which are designed for individuals with advanced degrees or those recognized for extraordinary abilities in various fields such as sciences, arts, education, business, or athletics.
The executive order outlines that these donations will serve as a demonstration of the applicant’s commitment to advancing U.S. interests. Notably, this Gold Card program is distinct from a previously announced initiative, which offered a $5 million “Platinum Card” aimed at providing a streamlined pathway to U.S. residency. The Platinum Card allows foreign nationals to reside in the U.S. for 270 days without incurring taxes on foreign income, and is currently available through trumpcard.gov, although it is now accompanied by a waitlist.
As part of the implementation process for the Gold Card program, Commerce Secretary Howard Lutnick, Secretary of State Marco Rubio, and Homeland Security Secretary Kristi Noem have been given 90 days to develop a comprehensive plan. This plan will detail the mechanisms for accepting donations and establish a timeline for when the program will officially commence.
