Spike in Cryptocurrency ATM Scams Leads Spokane to Ban Machines Amid Nationwide Concern

A surge in cryptocurrency ATM scams has raised significant alarm as the FBI reported that victims lost approximately $240 million in the first half of 2025, a staggering increase compared to 2024. In response to the growing incidents of fraud, some lawmakers are advocating for stricter regulations or outright bans on these machines, while questioning their widespread presence across the nation.

Spokane Police Detective Tim Schwering has been at the forefront of addressing the alarming rise of crypto-related crimes since 2023. Noticing a pattern, he revealed that many victims were lured into scams through crypto machines, with the illicit funds often winding up abroad in countries like China, Russia, and Nigeria. Tragically, there have been cases where individuals lost their life savings—one man reportedly deposited $900,000—while at least two victims, overwhelmed by despair, took their own lives.

Schwering described instances where scammers posed as romantic interests or government agents, coercing victims into making substantial deposits to avoid fictitious penalties. Seeing the devastating impact of these scams, Schwering began conducting outreach in retirement communities to educate vulnerable populations about the risks associated with crypto ATMs. He expressed frustration over the inability to apprehend many of these overseas criminals and emphasized the need for policy changes to safeguard individuals.

Motivated by these stories, Spokane Councilman Paul Dillon took action, initially pushing for a statewide ban on crypto ATMs. After a proposed measure faced legislative hurdles, he shifted focus to local regulations, proposing an ordinance that ultimately passed unanimously in the city council. This ban, implemented in June, mandates businesses to remove crypto ATMs, marking Spokane as one of the first cities nationwide to enact such a prohibition.

Dillon expressed optimism that other states would follow suit, noting that several, including Arizona and Vermont, are already scrutinizing regulations surrounding crypto ATMs. Meanwhile, cities like St. Paul, Minnesota, are contemplating similar bans in light of the burgeoning problem.

However, the efficacy of banning crypto ATMs has been debated. Experts in the industry argue that simply eliminating these machines may not eradicate fraud and could pose risks to financial privacy. Alex Davis, founder and CEO of Mavryk, highlighted that while fraud is a valid concern, crypto ATMs provide a bridge to a largely underbanked population, allowing for accessible and private transactions.

Critics of the ban emphasize that these ATMs play a crucial role in empowering individuals who are wary of traditional financial systems. They provide a vital service to those who may not have easy access to banking services, facilitating cash-to-crypto conversions despite high transaction fees.

Lev Breydo, an assistant law professor, remarked that the proliferation of Bitcoin teller machines reflects broader systemic issues, including a lack of faith in conventional financial institutions. The U.S. maintains a significant number of crypto ATMs due to its vast underbanked population and high crypto adoption rates, showcasing deeper structural failures within the financial safety net.

In contrast, Jared Strasser, COO of The Crypto Company, emphasized that licensed ATMs are subject to stringent regulations under the Bank Secrecy Act, necessitating compliance with KYC (know your customer) and AML (anti-money laundering) protocols. He argued against blanket bans, suggesting that education and improved enforcement are essential to combat abuse while recognizing the legitimate utility of crypto ATMs.

As the debate continues, Schwering remains vigilant in monitoring the local landscape. He has committed to issuing citations for any remaining crypto ATMs within Spokane, determined to protect vulnerable individuals from falling prey to ongoing scams. The emotional toll on victims and their families is profound, as many find it difficult to accept that they are being deceived, resulting in tragic outcomes.
