In a significant move towards enhancing government transparency and accountability, DICT Secretary Henry Aguda has publicly backed Senator Bam Aquino’s proposed “Blockchain the Budget Bill.” This initiative aims to revolutionize how the Philippine government manages its budget and tracks financial transactions, all while fostering greater public trust in its operations.
Aguda pointed out the potential of blockchain technology to improve public financial management. He noted its successful integration in various sectors such as banking, insurance, and real estate within the Philippines. The Department of Budget and Management has already begun utilizing blockchain technology on the Polygon network to publish essential budget documents, reflecting a growing recognition of the technology’s capabilities.
The core objective of the proposed bill is to ensure full transparency in the allocation and usage of public funds, allowing citizens to trace every peso spent by the government. Senator Aquino emphasized that the legislation envisions a blockchain platform where all records of the national budget will be stored as Digital Public Assets (DPAs). This would enable citizens, oversight bodies, and the Commission on Audit (COA) to access real-time financial information through a public portal, addressing long-standing issues of hidden projects and untraceable transactions.
Aquino expressed belief in blockchain’s ability to modernize budget transparency and accountability, highlighting its potential to empower citizens by providing direct access to government expenditure data.
The anticipated impact of the Blockchain the Budget Bill is substantial, with the potential to enhance governance and build public trust. If enacted, the Department of Information and Communications Technology will oversee its implementation in collaboration with the Department of Budget and Management and the COA.
