DOJ Seizes $15 Billion in Bitcoin from Cambodia Cyber Fraud Operation

In a groundbreaking operation, the Department of Justice has seized a staggering $15 billion worth of Bitcoin, marking one of the largest seizures related to cyber fraud in history. This unprecedented action targets a criminal enterprise based in Cambodia that has allegedly preyed on American victims. Central to this case is Chen Zhi, a 38-year-old Chinese national, who faces serious charges including wire fraud and conspiracy to launder money. His conglomerate, the Prince Group, has been labeled a “transnational criminal organization” by the government.

The impressive seizure involved 127,000 Bitcoin, much of which had been funneled from unsuspecting victims. Cyber fraud investigator Erin West, who has extensive experience with this case, has provided insights and shared footage from her visit to one of Chen’s alleged scam facilities in Cambodia. She highlighted the grim living conditions of many individuals trapped within, revealing a disturbing scenario where individuals are reportedly held captive and forced to engage in fraudulent activities for up to 16 hours a day.

During her visit, West described the dormitory-like compounds, which are camouflaged as apartments. Inside, she observed signs of confinement; although the living spaces were occupied, there were no means for residents to leave. In her chilling account, West characterized these situations as “modern-day slavery.”

The investigation uncovered that Chen Zhi employed extreme measures to maintain control over his workers, including threats of violence. Documentation associated with the indictment details the oppressive environment—illustrations of the violent tactics employed to subdue workers, as well as extensive setups used for the scams, like racks containing thousands of cellphones intended for mass communication.

These scams often commence with a method known as “pig-butchering,” where victims are gradually groomed over days, weeks, or even months. In the end, they are misled into believing they are developing romantic relationships with wealthy individuals who then persuade them to invest in cryptocurrency.

West’s expertise extends beyond this particular case; she previously conducted research on another cyber scam operation in the Philippines. There, she witnessed the opulence of the perpetrators and the dire conditions imposed on their victims, including facilities specifically designed for deceptive practices.

Despite the significant seizure, West urged caution regarding the prospects of repaying victims, emphasizing the complexities of the legal process. The indictment revealed that Chen Zhi has operated numerous business entities across over 30 countries, and the case against him is expected to unfold meticulously through the federal legal system.
