In a significant move aimed at enhancing public sector innovation, the United Nations Development Programme (UNDP) and the Exponential Science Foundation have forged a partnership to establish the Government Blockchain Academy. This initiative is set to provide specialized educational programs that leverage blockchain, artificial intelligence, and other cutting-edge technologies to enable transformative change within government operations.
The Academy, which is scheduled to officially launch its inaugural country programs in 2026, will focus on five key pillars designed to address specific governmental challenges while bridging the gap between education and practical implementation. These pillars include:
-
Inclusive Digital Finance: Aiming to expand access to financial services through secure digital payment systems.
-
Transparent Governance: Enhancing integrity and combating corruption by utilizing secure, tamper-proof recordkeeping and digital transaction systems.
-
Supply Chain Integrity: Promoting accountability and traceability in public procurement and logistics through decentralized verification methods.
-
Climate Resilience: Utilizing blockchain-based smart contracts and digital tokens to foster transparent climate financing, which includes the tracking of carbon credits.
-
Digital Identity Solutions: Offering reliable digital credentials that improve individuals’ access to various services.
Preparatory efforts, which encompass curriculum development and stakeholder engagement, will commence in 2025. The formal announcement of the Government Blockchain Academy will coincide with TOKEN2049, taking place in Singapore on October 1-2, 2025. The unveiling is expected to include an industry roundtable that will bring together protocol developers, infrastructure providers, and other stakeholders to gather support for this global educational venture.
Irena Cerovic, Innovation Team Leader at UNDP for Europe and Central Asia, emphasized the commitment to institutional innovation within the UNDP, stating that the Academy provides a pathway for governments to creatively address complex development challenges. She noted the importance of moving from experimental phases to actual implementation in ways that enhance transparency, inclusion, and resilience.
Prof. Paolo Tasca, Executive Chairman of the Exponential Science Foundation, described the initiative as more than just an educational program—positioning it as a collaborative framework for public innovation. He highlighted the value of uniting diverse partners to equip governments with essential tools and talent needed to navigate the upcoming waves of digital transformation.
In terms of educational offerings, the Government Blockchain Academy plans to conduct in-person workshops, online courses, and leadership forums tailored specifically to meet public sector needs. Government representatives will benefit from access to curated resources, alongside tailored incubation and expert guidance throughout their digital learning journey. Each government team will receive structured support, ranging from identifying use cases to developing requirements, and collaborating with Academy experts and industry partners. The collaborative process will culminate in joint solution design workshops that align decision-makers with technical stakeholders to co-develop scalable, impactful blockchain initiatives that address national priorities.
The Academy is positioned to serve as a global hub for dialogue, experimentation, and education, empowering public officials to engage with advanced technologies and shape policies that prioritize digital inclusion, security, and sovereignty.
