Starting September 30, the federal government will initiate a significant shift toward electronic payments by phasing out paper checks for Social Security and other federal benefit payments, as outlined by an executive order issued in March 2025. This change aims to streamline the distribution of payments, reducing the costs, delays, and risks associated with traditional paper-based systems.
The White House has emphasized that reliance on paper checks can lead to inefficiencies, including potential fraud, lost payments, and theft. To facilitate a smooth transition, the Social Security Administration (SSA) has actively contacted recipients currently receiving paper checks, urging them to switch to electronic payment methods.
“Electronic payments provide benefits that are hard to ignore,” said Nick Perrine, chief communications officer. He highlighted that these methods allow for faster access to funds, enhanced security, and greater convenience, as payments can be directly deposited into bank accounts or onto prepaid debit cards, eliminating the need for mail delivery or bank visits.
In light of this transition, the SSA has also announced that it will no longer offer a “temporary check option” for new beneficiaries, reinforcing the need for those filing initial claims to set up bank accounts for direct deposit to ensure timely receipt of benefits.
For existing beneficiaries who wish to transition to electronic payments, the SSA offers two primary options:

Direct Deposit: Beneficiaries can set up or manage their direct deposit information through a my Social Security online account. For recipients of Supplemental Security Income (SSI) and international beneficiaries, assistance is available by calling 1-800-772-1213.

Direct Express Card: This option is available for individuals without a bank account and serves as a safe, prepaid debit card for receiving benefits. Enrollment can be completed by calling 1-800-333-1795 or visiting the Direct Express website.
For those looking to request an exemption from the electronic payment mandate, a waiver must be filed with the U.S. Treasury by calling 1-877-874-6347, with SSA technicians ready to assist beneficiaries throughout this transition period.
