In a move that intertwines investment and regulatory developments in the cryptocurrency sector, Chris Larsen, co-founder and executive chair of Ripple, is reportedly backing a derivatives startup, American Perpetuals Exchange Corp. (APEC), founded by Theodore Gillibrand, the son of U.S. Senator Kirsten Gillibrand. This investment notably unfolds as discussions about the CLARITY Act—a crucial piece of legislation aimed at defining the regulatory framework for the crypto industry—continue among lawmakers.
According to a recent report by Politico, APEC has successfully raised approximately $30 million so far. Individual contributions generally ranged between $5,000 and $10,000, although the precise amount of Larsen’s investment remains undisclosed.
The timing of this investment is significant, given Senator Gillibrand’s active role in Senate debates over ethical guidelines related to the CLARITY Act. This legislation is poised to have substantial implications for digital asset companies operating within the United States, potentially affecting Ripple and other firms in the industry.
Larsen’s activities have drawn scrutiny from the XRP community, particularly due to his significant holdings of XRP and his wallet’s past movements. Data from blockchain tracking platforms revealed that Larsen controls around 2.58 billion XRP across eight wallets, solidifying his status as one of the largest individual holders of the cryptocurrency. Reports from May indicated that some of his dormant wallets became active earlier this year, transferring more than $109 million in XRP to various exchanges, including Coinbase and Bitstamp. Additionally, blockchain investigator ZachXBT highlighted further movements of 50 million XRP linked to Larsen, amounting to approximately $140 million that made its way to exchanges during a peak trading period for XRP.
As the legislative landscape evolves, Democratic lawmakers are urging Republican counterparts to incorporate more robust ethical provisions within the CLARITY Act. They have cited past connections between President Donald Trump and the crypto sector as part of their rationale for advocating these changes.
The Senate faces a tight timeline to finalize the CLARITY Act before lawmakers take another break for Independence Day, with senators set to reconvene on July 13. The upcoming month-long state work period in August is expected to complicate legislative processes as upcoming elections may further limit congressional productivity.
With a slim majority in the Senate, Republican leaders, including Senator Cynthia Lummis, expressed optimism that the bill could pass in July. Current negotiations encompass critical elements of the legislation, such as decentralized finance and illicit finance, emphasizing the need for bipartisan support to secure the 60 votes required for passage.
