The Maine Bureau of Consumer Credit Protection has announced a significant settlement with Bitcoin Depot, an operator of Bitcoin kiosks, to address issues surrounding consumer fraud. As part of this agreement, Bitcoin Depot will pay $1.9 million aimed at assisting Maine residents who have been victims of third-party scams utilizing the company’s kiosks. Additionally, Bitcoin Depot has committed to adhering to Maine’s consumer protection laws to continue operating as a licensed money transmitter in the state.
Governor Janet Mills expressed gratitude for the bureau’s efforts in securing this settlement, emphasizing its importance in returning funds to consumers defrauded by unscrupulous third parties. She urged residents to discuss the risks posed by scammers with family and friends and to remain vigilant against increasingly sophisticated fraud schemes.
This settlement follows the signing of “An Act to Regulate Virtual Currency Kiosks” by Mills in June 2025. The legislation introduces various consumer protections, including limits on daily transaction amounts, caps on fees and exchange rates, as well as mechanisms for consumer redress. Maine has also implemented several comprehensive consumer protection laws designed to safeguard residents from fraud, notably the Maine Money Transmission Modernization Act, which was enacted in 2024.
Linda Conti, superintendent of the Bureau of Consumer Credit Protection, highlighted that Maine’s new laws have played a crucial role in reaching this consent agreement, thereby providing crucial protection for consumers at risk of falling victim to scams. She noted the inclusion of an unhosted wallet provision in Maine law which ensures that money transmitters adopt new technologies so that consumers can maintain ownership and control over their virtual wallets.
