Los Angeles Delays Controversial Plan to Raise Hotel Worker Wages to $30 an Hour Until 2030

Los Angeles has decided to postpone the implementation of a proposed mandate that would raise the minimum wage for hotel and airport workers to $30 an hour by 2028. This decision follows warnings from industry leaders that the wage increase from the current $22.50 per hour could lead to job cuts, hiring freezes, and increased automation within the hospitality sector.

The controversial measure, often colloquially referred to as the “Olympic Wage,” was initially introduced as part of the city’s preparations for the incoming Summer Olympics in 2028. However, city officials recently voted to extend the timeline for full implementation until 2030. This decision was influenced by growing concerns regarding rising labor costs as the city gears up to accommodate a significant influx of visitors for both the 2026 FIFA World Cup and the 2028 Olympic Games.

Rebekah Paxton, research director at the Employment Policies Institute, noted that discussions among city leaders started to shift as feedback from the hospitality industry pointed to challenges in workforce management leading up to these major events. “There were concerns from the hotel community,” Paxton stated. “Some data came out indicating that hotels were struggling in advance of the Olympics, even as we approach the World Cup this summer.”

Supporters of the wage increase argue that raising the minimum wage to $30 an hour is essential for helping hotel workers keep pace with the exorbitant cost of living in Los Angeles. Conversely, opponents caution that such a dramatic pay hike could adversely affect employment levels.

While current hotel workers earn about $22.50, the proposed wage increase would represent a 33% raise in a short timeframe. However, industry insiders warned that these elevated labor costs are already impacting hiring practices, with many hotels reportedly curbing their staffing in anticipation of the financial burden the higher wage would bring.

Paxton highlighted that the delay to 2030 offers hotels a “little bit of breathing room” as they prepare for the upcoming major events, but she maintained that the overarching concerns regarding the sustainability of such a pay increase remain unaddressed. “A $30 minimum wage is still a $30 minimum wage,” she noted. “While the extension is a step in the right direction, it doesn’t remedy the fundamental issues, as many indicate they cannot sustain that level of increase.”

Proponents of the wage increase have positioned their case as an emotional appeal to the public, emphasizing the need to provide workers with higher pay, especially given the anticipated surge in visitors for international sporting events. However, Paxton cautioned that the proposed wage hikes might exacerbate existing challenges within the already strained hospitality sector: “My team at EPI has observed stagnation in hiring within the hotel industry since 2015. The introduction of a super-sized minimum wage could further aggravate the negative economic impacts we’re witnessing.”

As Los Angeles continues to prepare for a lineup of significant international events, the debate over the so-called Olympic Wage is likely to intensify, reflecting the complexities of balancing worker compensation, business sustainability, and economic growth.
